London's response to the Workforce Consultation

NHS London has supported the development of a response on behalf of the NHS in London to the Department for Health's consultation paper on education and training – ‘Liberating the NHS - Developing the Healthcare Workforce'

The Consultation Paper sets out proposals to establish a new framework for developing the healthcare workforce and seeks views on the systems and processes that will be needed to support it. It proposes how the new healthcare workforce system will fit with the White Paper reforms, by introducing Skills Networks, so that employers have greater autonomy and accountability for planning and developing the workforce, alongside greater ownership of the quality of education and training by the professions.

The proposals aim to deliver:

  • Robust workforce planning to ensure sufficient numbers of appropriately skilled healthcare staff in the right areas;
  • A flexible workforce that can respond to the needs of local demand;
  • Continuous improvement in the quality of education; training of staff aspiring for excellence and innovation for high quality care;
  • Transparency across provider funding to ensure value for money and demonstrate the quality of education and training; and
  • A diverse workforce that has access to education and training as well as opportunities to progress.

Extensive Engagement

NHS London has been supporting extensive engagement of relevant stakeholders across London. Through a series of open engagement sessions, targeted meetings and online surveys, we have heard and reflected the views of healthcare providers, educational networks and those who might be involved in future healthcare provider Skills Networks across London.

A decision-making Healthcare Workforce Transition Executive (HWTE) of senior healthcare provider and professional representatives has been set up who will oversee the consultation process. The HWTE members are as follows:

Next Steps

Following the submission of the joint London response, NHS London are now supporting development of functional organisational design and beginning to think through transition plans.

We are continuing with active stakeholder engagement and progressing the proposals whilst awaiting the formal response to the consultation from the Department of Health.

Open Engagement Sessions

A series of Open Engagement sessions have been held over the past few months, we received some very helpful contributions from attendees and are currently using the input and comments to inform our system design work.

120 health, social care and education colleagues representing a wide range of organisations and disciplines participated in an Accelerated Learning Event .
